Base Saiyans VS Piccolo

It is quite debatable who was stronger during the Buu Saga-Goku, Gohan and Vegeta or Piccolo. From what evidence is shown i'd say the base Saiyans are stronger and will reveal why.
http://www.mangareader.net/105-3080-6/dragon-ball/chapter-431.html When Gohan says that he and the other Saiyans shouldn't transform into Super Saiyans during the Tenkaichi Budokai Vegeta dosen't seem to be bothered, indicating that by his knowledge he could beat Gohan, Goku, Piccolo, #18 and Krillin. He wouldn't know how powerful Goku was but would know Piccolo's power from the Cell Games and since Piccolo didn't get much stronger in those 7 years he was probably on the same level as before.
This is the main piece of evidence that proves Base Saiyans>Piccolo, or at least Vegeta and Goku>Piccolo. Gohan>Piccolo seems unlikely.
