Pui Pui=Underrated

Babidi's soldier Pui Pui is heavily underrated due to him getting beat up by Vegeta and thinking that walking on 10x normal gravity was a big feat. However, these things don't mean much. If looking at some evidence it is likely he is stronger than Frieza.

The main reason i believe Pui Pui's power could be this high is simply by how powerful base Vegeta would be at this point. It is most likely that by this time, Vegeta's base form was considerably stronger than Frieza's 100%. Pui Pui also managed to have the fight against Vegeta drag out somewhat.

Kaioshin was overestimating Pui Pui, however, I doubt someone who considered Frieza worthless would be worried about someone weaker than Frieza getting an advantage.

The point i'm trying to make is that base Vegeta at this point is extremely strong compared to someone like Frieza, yet Pui Pui was shown to take dozens of punches and kicks from him and get back up each time. It's easily debatable whether or not the base Saiyans (Vegeta, Gohan and Goku) were stronger than Piccolo at this point and Buu Saga Piccolo is a few leagues above that of 2nd form Cell. At the very least Pui Pui would be around the power of base Saiyans during the Android Saga while at the very most he may be able to beat the Android trio (#16, #17 and #18).
